Our two founding partners, Helen and Tracy, have both worked directly in government and consulting, bringing extensive experience in driving transformation in health, education and other government sectors within Australia and the UK. They have worked together for many years and formed a strong friendship based on the strength and success of their combined skill sets.
In 2022 they decided the time was right to combine forces and set up their own consulting firm, bringing their reputation for exceptional quality to projects that matter. Miller Blue Group was born, with a commitment to driving people focused change in the public sector.

Our Team
Helen Cox
Director
Helen brings over 20 years of experience leading clinical and workforce improvement programs that span both business and technology. Having primarily worked in program and project management roles, she also specialises in strategy development and business process improvement.
With a background in working in government, both as a public servant and a consultant, she has a reputation for working collaboratively, being innovative and getting things done.
Helen holds qualifications in program, project and change management, as well as an MBA, and recently completed a Bachelor of Behavioural Science (Psychology). She sits on the NSW Branch Committee for the Australasian Institute of Digital Health and is a certified CHIA.
Director
Tracy has spent the last 20 years working with public and private sector clients in the UK and Australia. She has a proven track record in defining organisational strategy and managing the execution of that strategy through the delivery of large and complex programs of change.
Her experience spans across the health, education, transport, utilities, emergency services and not-for-profit sectors. Tracy is a transformational leader having managed large and diverse teams with an understanding of the nuances of diverse stakeholder environments.
Tracy holds qualifications in portfolio, program and project management, as well as a Masters in Diplomatic Studies.
Deborah Frew
Executive Consultant
Deborah brings over 30 years experience in the private, government and not-for-profit sectors, in areas spanning legal practice, bioethics, research governance and translation, communications, intergovernmental relations, workforce strategy and planning, professional regulation, culture and diversity.
Deborah excels in managing diverse stakeholder groups, achieving consensus in sensitive and contested issues. With experience in several senior executive positions, she has established diverse multi-disciplinary teams and led the delivery of significant programs of change.
With a special interest in regulatory policy, professional regulation and training, and government relations, she has a track record of resolving difficult problems with tact and discretion.
Deborah has an honours degree in Law and a Bachelor of Arts from the University of Sydney.
